The project is located at the Army's National Training Center at Fort Irwin, CA.

The project included a total of 47 buildings - Shanty Town (36 buildings), University (3 buildings), Prison (4 buildings and 9 towers), AAR, ROC, and Vault Latrine (3 buildings). Phase 2 required a soils investigation / compaction testing during grading / rebar, concrete, and masonry inspection services during construction of the 47 buildings.
